Library of Congress Engagement Photos

I love capturing engagement photos at the Library of Congress in Washington, D.C. Having photographed multiple sessions there, I’m always drawn to the scale of the architecture and the consistently flattering light. It’s one of the most visually striking locations in the city.

As of April 2026, the Library of Congress introduced a new permit requirement for photography sessions. Permits are now available on select Mondays in 45-minute time slots. While this does add a layer of planning, it also creates a more structured and intentional experience for couples who want access to the space. While general photography availability is not as convenient, the permits are still free of charge.

That said, while the interior often gets most of the attention, the exterior of the Library of Congress offers just as much variety. The surrounding architecture, textures, and open space provide multiple incredible backdrops that stand on their own.

Pro tip: If you’re planning to shoot outside, early mornings on the weekend are still a great option. The light is softer, the crowds are lighter, and it allows for a more relaxed and flexible session. Bonus: parking is much easier as well.

I’m excited to share my top five favorite spots for engagement photos at and around the Library of Congress. Be sure to stick around until the end for a bonus section highlighting the indoor opportunities.

Let’s dive in!

1) Epic Entrance

This spot is located directly above the main entrance at the front of the building by the Neptune Fountain on First St SE. It instantly captures the architectural beauty Washington D.C. is so well known for.

Early morning light makes this spot a dream for timeless engagement photos. One of my favorite shots here features a couple at the top of the staircase overlooking the Capitol Building, with even lighting and a sick view as their backdrop.

2) Entrance Arch

As a photographer, I’m always on the lookout for natural framing elements, and this arch is perfection! It provides a sweet frame that immediately grabs your attention. Located just outside the main entrance and exit, this spot adds a touch of elegance to your Library of Congress engagement photos.

3) Independence Ave SE

I couldn’t think of a name for this spot so I just called it by the street it’s closest to. This spot is great because there’s a charming blend of greenery and architecture which provides a different look and feel. This is an especially fun spot for couples looking for classic DC engagement photos with a softer touch.

4) James Madison Memorial Building

Part of the Library of Congress, the James Madison Memorial Building adds an urban city feel to your engagement session. The clean lines and sleek architecture create a modern backdrop, perfect for couples who want a mix of styles in their DC engagement photos.

5) The Columns

Saving the best for last! The columns at the James Madison Memorial Building are my personal favorite. Whether it’s raining or the sun is shining brightly, this spot offers a controlled, shaded environment perfect for elegant portraits. It’s the cherry on top of an already incredible location.

BONUS: Inside the Library of Congress

And of course, when talking about the Library of Congress, you can’t leave out the incredible photo opportunities inside the building.

The interior is nothing short of magical. It’s also a great option for rainy days or when the weather isn’t cooperating. The controlled lighting and timeless architecture create a setting that elevates every photo.

As mentioned earlier, indoor sessions now require a bit more planning with permits and scheduled time slots. While that adds a few more hoops to jump through, it also creates a more intentional experience during your time inside.

As a seasoned Washington D.C. engagement photographer, I’m happy to guide you through the process and help make the most of your session in this iconic space.
